Do I need new tubes for my amp?

I have a Peavey Classic 30 amp and it takes four EL84EH tubes and
three 12AX7EL tubes.
After turning the amp on for only about 5 min all the EL84's glow
bright orange and are extremely hot and even makes the back of the
steel amp body unbearably hot, but all the 12AX's don't glow and
hardly get warm. Also, my amp makes strange fuzzy/bubbly/poppy noises
while it's on.
I've replaced some of the tubes quite recently so I feel like it may
be another problem with the amp that is damaging the tubes?
